The Law of Georgia on Occupied Territories

Georgian territories - the Autonomous Republic of Abkhazia (Abkhazia) and theTskhinvali Region, South Ossetia (territory of the former South Ossetia Autonomous Region) are currently occupied by the military forces of the Russian Federation and remain under Russia's effective control. Due to these circumstances, a special legal regime with respect to the mentioned territories is regulated by the Law of Georgia on Occupied Territories. The Law includes limitations on free migration in the occupied territories, the economic activities and real estate transactions.

According to Article 4 of the Law of Georgia on Occupied Territories, Citizens of foreign countries and persons without citizenship shall be allowed to enter the occupied territories only under the following circumstances:

a) The territory of the Autonomous Republic of Abkhazia shall be entered from the territory of the Zugdidi Municipality;
b) The territory of the Tskhinvali Region (territory of the former South Ossetia Autonomous Region) shall be entered from the territory of the Gori Municipality.

All other crossing points are considered to be illegal. Violation of this requirement shall lead to punishment under the Criminal Law of Georgia.
